Consolidated Fiscal Reporting System (CFRS)
Troubleshooting Tools for the CFRS Software Package
Assistance or help for using the CFRS Software can be found in the following ways:
- Take a look at the CFRS web site. The address/URL for the CFRS Website is: https://www.omh.ny.gov/omhweb/CFRSWeb/
Note: From the web site’s "Table of Contents," take a look at the CFRS Frequently Asked Questions (FAQ’s), along with the Help and Instructional Files.
- With the CFRS Software open, select "Help" from the top menu and then choose "Contents" to view the CFR Program’s Internal Help file. Or, when working on a specific schedule, click the "Question Mark"
button to go directly to the appropriate help section for that specific schedule. - The Consolidated Fiscal Reporting and Claiming Manuals
are accessible from the CFRS Web site’s home page.
- New York State Consolidated Budget Reporting and Claiming Manuals
- Use the "Reports / Inventory" menu to evaluate the information you have already entered and potentially troubleshoot problems. Select "Reports". Then select "Inventory" to get a record of all information entered into every schedule that has been filled out. This can also be printed. It lists such items as the Site Codes, Program Codes, Funding Codes, Counties and Job Titles. You can view it or print it out for further reference, as noted below:

- Please understand our Help Desk staff members are all "computer" technicians and programmers. They are not accountants or finance experts; consequently, they cannot give you any manner of financial or accounting advice. If you need advice on what kind of submission you need to do, how to fill out a schedule, what to put into a field or how to account for an item, you will need to either refer to the Consolidated Fiscal Reporting Manual or contact the Finance Department staff at the specific State Agency from which you receive your funding. (See Section 8.0 of Claiming Manual)
- Please have All of the below information available before calling the CFRS Help Desk. The more details you can provide, the better. In most cases, having this information available will expedite your request giving you a more timely, or even immediate, resolution to the problem at hand.
- Exact Version of CFRS software, including the build number (example 2.1.3101a). This number is displayed on the initial program flash screen, when you open the software, or from the top menu’s "Help" and "About" option.
- What is the Specific version of Windows you are using? Do you have Administrative rights, if it is Windows NT, 2000, or XP? This can be determined by right clicking on the "My Computer" icon and selecting "Properties," or by reading these detailed instructions, if it is Windows NT, 2000, or XP.
- Which State agencies fund or certify your organization?
- Your (5 digit) Provider Agency number
- The Exact nature and description of the problem. Just saying "I need help with the CFR" doesn’t tell us what the problem is.
- If you get an error message, or a "Run Time Error", please relay the message to the Help Desk exactly as it appears. Please tell them precisely what you were doing when the message appeared. If possible, obtain a screen print of the error warning. What specific schedule, tab, and / or Line Number were you working on, when you encountered the problem or question?
