• 2008-2009 Executive Budget
  The 2008-2009 Executive Budget Recommendation for OMH continues to promote the mental health of all New Yorkers, with a particular focus on providing hope and recovery for adults with serious mental illness and children with serious emotional disturbances.

• 2007-2008 Executive Budget
  On January 31, 2007, Governor Eliot Spitzer released his Executive Budget proposal for the coming year.

• 2006-2007 Executive Budget
  New York State Office of Mental Health (OMH) Commissioner Sharon E. Carpinello, R.N., Ph.D., today commended the Governor for including in his 2006-07 Executive Budget proposal the first line item for suicide prevention in New York State history.

• New York's Guide to the 2009 American Recovery and Reinvestment Act
  The preliminary calculations suggested that New York State is expected to receive at least $24.6 Billion in aid from the American Recovery and Reinvestment Act of 2009. Many of you have recently contacted the Office of Mental Health to learn more about the Act (a.k.a. the Stimulus Package) and its impact on mental health services.
  The Governor’s office has provided detailed information on the stimulus package as well as directions for submitting a proposal.
• Statewide Comprehensive Plan Documents
  The Statewide Comprehensive Plan for Mental Health Services is a five-year plan for the provision of state and local mental health services. The Plan is updated annually for the next five years to be responsive to changing needs and developments. In addition, Interim Reports are prepared each year to provide detail on progress toward attaining goals. The current Plan and Interim Report as well as previous versions may be found here.

Guidance

• Administrative Practices and Medicaid Requirements
  In January 2004, an advisory letter was distributed to OMH-licensed outpatient providers which included documents that provide advice and information regarding approaches to moderating expenses, maximizing revenue opportunities, and creating structures, practices and processes that support these goals. >

• Health Insurance Portability and Accountability Act (HIPAA) Information for Counties & Providers
  The Federal Health Insurance Portability and Accountability Act of 1996, known as HIPAA, was passed to establish a national framework for security standards and protection of confidentiality with regard to health care data and information.
• Kendra's Law
  (Assisted Outpatient Treatment) is the legislation providing court-ordered assisted outpatient treatment for certain mentally ill persons who are unlikely to survive safely in the community without supervision.

Medicare & Medicaid

• Medicare Part D
  On December 8, 2003 the Medicare Prescription Drug, Improvement and Modernization Act of 2003 was enacted. It creates a new Part D, which establishes a prescription drug benefit for Medicare beneficiaries.

• Medicaid Fraud and Abuse Notification
  It is the policy of the New York State Office of Mental Health to assist in ensuring the integrity of the Medicaid program by safeguarding against Medicaid abuse and the submission of fraudulent Medicaid claims.

• Medicaid Inspector General, Office of the
• Mission and Responsibilities
  The Office of the Medicaid Inspector General (OMIG) was established to improve and preserve the integrity of the Medicaid program by conducting and coordinating fraud, waste and abuse control activities for all State agencies responsible for services funded by Medicaid.
• Mandatory Provider Compliance Programs
  NY State Social Services Law (Section 363) requires that Medicaid providers develop and implement compliance programs aimed at detecting fraud, waste, and abuse in the Medicaid program.

  Personalized Recovery Oriented Services (PROS) is a comprehensive recovery oriented program for individuals with severe and persistent mental illness.
• Rational Pharmacotherapy Quality Improvement Initiative (RPQI)
  The Rational Pharmacotherapy Quality Improvement (RPQI) Initiative is an extension of PSYCKES and part of OMH efforts to improve consumer outcomes through continuous quality improvement, evidence based medicine, and enhanced oversight of medication management.

  The ACT web page provides an overview of the ACT program, and up-to-date statistical data on program operations, the demographic and diagnostic characteristics of ACT recipients, and recipient outcomes.
