Invitation to Participate in the 5.07 Public Hearing

2010–2014 Statewide Comprehensive Plan for Mental Health Services

The hearing will take place with Commissioner Hogan on August 24, 2010

1:00 pm to 3:00 pm

This year’s public hearing on the Statewide Plan, often called the 5.07 Plan, will be patterned after the approach taken last year. A draft version of the Plan will be made available on the OMH web site prior to the August 24 hearing, which you are invited to.

This draft plan is being developed in close collaboration with a number of OMH advisory bodies and other stakeholders. We are grateful to them for their thoughtful input and emphasis on working together to promote person- and family-centered, recovery-oriented services and supports. When you have the opportunity to review the draft plan, I would appreciate your attention to the following questions:

  • Do the profiles of programs and agencies provided in the Plan shed light on the services and supports that are making a difference in the lives of New Yorkers diagnosed with mental illness and their families?
  • Are there gaps in reporting about the services and supports that lead to the best outcomes for young children to older adults engaged in treatment and support services and their families?
  • Does the Plan reflect a direction toward strengthening the system of care at all levels so that it promotes recovery and resiliency for children, adults, and families?  

Because we anticipate that many people will wish to provide feedback, we request that you give us your input in writing. A comment card is being provided for this purpose. As part of the hearing, we will invite a few people representing a diversity of views to offer brief statements at each site. The statements should address the questions posed or illuminate areas of success or opportunities for improvement in the system of care.

You may submit your comment card online between now and August 22, 2010, or in person on the day of the hearing. Additionally, if you desire, you may offer more lengthy comments at any time in writing; you may submit them to Ms. Colleen Garrahan online (highly encouraged) or via U.S. Mail. You may also submit them directly at your hearing site on August 24.

If you wish to be considered to give a brief statement from any of the three meeting sites, you must contact Ms. Garrahan at the Office of Mental Health in Albany before Tuesday August 23. You may reach her by e-mail or by telephone at (518) 473-3570. While not every person will likely have the opportunity to speak, we assure you that all feedback will be considered carefully before the final plan is published.

Please note that while we expect sufficient seating to accommodate those who wish to participate, space is limited at the hearing sites. Be sure to arrive a bit early to ensure that you are able to have a seat. Participation will be available on a first-come, first-served basis. In addition, if you require any special accommodations to participate in the hearing, please notify Ms. Garrahan.
