2011 – 2012 Enacted Budget
The Office of Mental Health's (OMH) final 2011/12 Enacted Budget includes $3.57 billion in All Funds Appropriations, which represents a net year to year decrease of $95.2 million. The Aid to Localities Budget achieves $137.5 million in Local Assistance cost savings measures offset by growth in resources to support residential units already in development opening and funding reserved for the Federal court decision for adult homes. The Budget also includes Article VII legislation which implements recommendations proposed by the Medicaid Redesign Team (MRT). OMH's State Operations Budget appropriates $2.05 billion and will achieve a 10 percent reduction in resources through administrative efficiencies, reductions/restructuring of service capacity, and negotiated workforce savings that minimize layoffs to the extent possible. Also included in the 2011/12 Budget is Article VII legislation which authorizes OMH to close, consolidate, reduce, transfer or otherwise redesign services of hospitals, other facilities and programs operated by OMH to achieve the necessary State Operations cost savings measures.
