2013–2014 Enacted Budget
The Office of Mental Health's (OMH) final 2013/14 Enacted Budget includes $3.596 billion in All Funds Appropriations, which represents a net year to year increase of $23.8 million. The Aid to Localities Budget with appropriations totaling $1.297 billion in the 2013/14 Enacted Budget bills, achieves $38.8 million in Local Assistance cost savings measures offset by growth in resources to support residential units already in development opening, reinvestment in community based alternatives and funding for the nursing home litigation settlement and adult homes. OMH’s State Operations Budget appropriates more than $2.102 billion in the 2013/14 Enacted Budget. The final Budget achieves roughly $22 million in personal service and non-personal service savings related to actions which include the implementation of administrative and non-personal services efficiencies, and the annualization of prior year savings actions. These savings are offset by growth related to collective bargaining agreements, and anticipated census growth in the OMH Sex Offender Management & Treatment Act (SOMTA) program.
